Frequently Asked Questions about Electricity Billing

My electricty bill is high in the month of JUNE, how?

As per Practice Direction issued by the Regulator – 26th March 2020 MERC, “the Distribution Licensees may suspend other non-essential services which require visiting consumer premises or meeting consumer in person i.e. Meter reading, Billing, Offline Bill Collection at Bill Payment Centers, release of new connections etc.”

As per guidelines, no reading was taken during the lockdown period and Electricity Bills were issued on average units. The average is worked out based on last 3 months actual consumption. This average period is of winter season and so less average was worked out. However the months of Apr, May and June are of the summer period and so consumption is usually high during this period as compared to the lesser average that was considered for average units.

In the Month of Jun-20, MSEDCL has issued electricity bills on actual reading, which was taken after 3 months. MSEDCL has credited the average bill amount issued in last two months, excluding fix charges and duty amount on fix charges as fix charges are levied on monthly basis in each bill.

What is an Average bill?

Average units are worked as an arithmetic average of past 3 months consumption based on actual meter reading.

Why have I received an average bill?

If for any reason the actual reading of your meter could not be taken due to some unavoidable circumstances and the meter has a status other than normal reading, an average bill is sent for the current month.

Different meter status shown on electricity bills are as follows:

  1. Faulty : If meter is found faulty / non-working
  2. Lock : If consumer premises are found locked while meter reading
  3. Meter change : Meter replaced but new meter details not available in system
  4. Inaccessible : If meter display is not visible
  5. RNT (Reading Not Taken) : No reading taken by meter reader
Why have I been receiving average bills for the past few months?

As per precautionary measures and guidelines given by MERC for the COVID-19 pandemic, activities such as Meter reading, testing, Bill distribution, sub divisional offices which required human interaction were closed and only essential services related to Power supply were operational. Due to this situation bills were calculated on an average as per directives. However after declaration of mission begin again, MSEDCL has started meter reading activity in the field excluding containment areas, with the permission of district authorities.

How can I submit my meter reading?

You can submit your meter reading through Mahavitaran app or through the portal. MSEDCL has assigned a scheduled date for meter reading of each consumer, in every month. The self reading submission facility is enabled only for 5 days before the scheduled date of meter reading. Every consumer is requested through SMS for sending self reading up to scheduled reading date.

a) Self reading submission through Mahavitaran App :

  1. If you are a registered user, login to the Mahavitaran App
  2. On the main menu select Submit Reading option to submit your reading

The self reading submission is also available to guest users without registration. Here you have to mention your consumer number and meter number.

b) Self reading submission through Consumer Portal :

  1. Go to Mahavitaran website
    www.mahadiscom.in -> Consumer Portal -> Quick Access -> Consumer Web Self Service -> Self Reading
  2. Login to web self service

In March 2020, Fuel cost adjustment (FCA charges) for Residential Consumer : For 1 to 100 Units Rs. 0.50, for 101 to 300 Units Rs. 0.84, for 301 to 500 Units Rs. 1.07, for 500 to 1000 units Rs. 1.19 and above 1000 units Rs. 1.26.

The FCA charges are zero for May-20, Jun-20 & Jul-20.

I have not received my bill for the current month. What should I do?

If you have registered your mobile number or email you will receive details of your bill by SMS or on your mail ID. You can also access your bill using the Mahavitaran app or by providing details on the website :

How can I check my bill details?

You can visit MSEDCL website www.mahadiscom.in -> Consumer Portal -> View and Pay Bills to view all the billing and payment details.

My light bill is too high! How can I clear my dues?
  1. If you pay Jun-20 bill (including arrears) before due date, 2% discount on current bill amount will be credited in next months bill i.e. Jul-20 bill.
  2. If you are unable to pay your jun-20 bill amount in full, you may opt for part payment facility declared by MSEDCL. You have to pay 1/3rd amount of Jun-20 bill before due date of Jun-20, next 1/3rd amount in July-20 along with current bill of July-20 and remaining 1/3rd amount in Aug-20 along with current bill of Aug-20.
  3. For this you need not visit any MSEDCL office for prior permission. You can pay this part payment directly at any of the collection counters or through online payment channels.
How can I make payment of my bills?

Consumers can make payments at collection counters of MSEDCL. These collection centers include Departmental collection centers, DCC banks, Private collection centers etc.

Apart from these collection centers consumers can make online payments on Mahavitaran app, MSEDCL Consumer portal. For online payments, you may opt for various modes of payment such as payment through credit cards, debit cards, cash cards, netbanking, wallets, UPI etc.

LT consumers may scan the UPI QR code printed on bill for online payment through UPI.

Consumers are sent SMS for bill details, wherein a link is given to view and pay bills. After clicking this link in SMS, consumer can view bill details, download a bill pdf and make online payment of bill.

All HT Consumers, LT Consumers above 20kW load and all common connections in the residential societies / colonies are provided a facility to pay through RTGS. Consumer has to pay to RTGS account mentioned on thier bills. RTGS account for each consumer is different.
