With an aim to provide day time power to Agricultural (AG) consumers Government of Maharashtra (GoM) had formulated Mukhyamantri Saur Krishi Vahini Yojana (MSKVY) vide G.R. 14.6.2017 & 17.03.2018. Looking at the immense benefits of AG feeder Solarization, the GoM decided to reframe the scheme after detail deliberation with stakeholders. The GoM reframed the scheme as a Mukhymantri Saur Krushi Vahini Yojana 2.0 (MSKVY 2.0) to overcome the challenges faced to implement the MSKVY and set objective of 30% feeder solarization by 2025 as a ‘Mission 2025’ by implementing 7000MW decentralized solar projects on fast-track mode, wherein decentralized solar projects within the 5 - 10 kM radius from agriculture load dominated distribution sub-station will be installed with the capacity from 0.5 MW to 25 MW for giving day time power to farmers.

Decentralized Solar energy plants can be connected directly to existing 33/11 kV sub-stations of MSEDCL, thus saving in transmission system requirement apart from T&D losses. Such plants near these sub-stations may be developed, preferably by farmers, giving them an opportunity to increase their income by utilizing their barren and uncultivable land for solar or other renewable energy-based power plants

Proprietor, Cooperatives, Corporates (both national and international), PSUs (both state and central level) would be eligible for participation. The qualifying requirement for the bidding on project group would have technical and financial criteria linked with the MW size of the project group. It will have corresponding technical requirement of having commissioned same scale of projects in past in India, having commissioned at least one ground mounted solar project from 2-25 MW with the distribution licensee interconnection point. The financial requirement would have corresponding net worth and credit worthiness criteria linked with the MW size of the project group.

The Solar Project Developer will construct, operate and maintain the project in the capacity of minimum 0.5 MW to maximum 25 MW at different locations on Government / Public land in Maharashtra regions for the period of 25 years.

Private Land provided for installation of the project will provide a lease rent Rs 1,25,000/per ha /Yr or 6% of ready reckoner rate whichever is higher with a provision of annual escalation of 3%.

The Project injecting energy at 11 kV bus bar shall given an incentive of Rs. 0.25/ kWh and for 33 kV bus bar shall be given an incentive of Rs. 0.15/kWh for the project sold to MSEDCL for first 3 years, provided the projects have executed PPAs before Dec-2024 and they are commissioned within the stipulated in the PPA.

A social benefit grant of Rs. 5 lakh / year shall be given to the Gram panchayet in whose area the solar projects are installed under this program. Such grant will be provided for 3 years from the commissioning of the project.
