 Sub :- Incentive package for the spot billing agencies.

This office had already issued Circular for spot billing vide letter dated 20.01.2005. Till today the performance of spot billing except one or two places is not satisfactory. To implement the spot billing process in more effective and efficient way, Hon’ble M.D. has given instructions in the HOD meeting held on 24.04.2006 to offer incentive package to the spot billing agencies for effective implementation of spot billing. At present we are not allowing the agency to issue average bill.

The main reason for average billing are inaccessible, faulty meters, meter change, reading not taken etc. As MERC has permitted average billing only in one cycle, we have to effectively tackle this issue. The agencies who are doing spot billing are to be involved in this process. As far as replacement of faulty meter is concerned, we are issuing separate instructions for removing and fixing of meter by separate agency, however, other reasons can be very well tackled by the spot billing agency. Hence, we are proposing the incentive scheme for 100 % normal billing as below:

If spot billing agency does normal billing from 90 % up to and including 92 %

2 %

02.

If spot billing agency does normal billing more than 92 % up to and including 94 %

4 %

03.

If spot billing agency does normal billing more than 94 % up to and including 96 %

6 %

04.

If spot billing agency does normal billing more than 96 % up to and including 98 %

8 %

05.

If spot billing agency does normal billing more than 98 %

10 %

Simultaneously, we also propose disincentive scheme if the normal billing is below 90 % and the rate of disincentive will be at the rate double than the rate of incentive.

If spot billing agency does normal billing below and including 80 %

20 %

02.

If spot billing agency does normal billing below and including 83 %

16 %

03.

If spot billing agency does normal billing below and including 85 %

12 %

04.

If spot billing agency does normal billing below and including 87 %

8 %

05.

If spot billing agency does normal billing below and including 89 %

4 %

In case of incentive scheme, the agency will be paid extra amount over and above his bill for improvement in spot billing work and if the agency fails to do the normal billing up to 90 % then the amount in percentage as prescribed will be deducted from his bill for spot billing work.

The above incentive scheme will be immediately applicable to the existing contracted spot billing agencies but disincentive scheme to these agencies will be applicable for the readings taken in month of August 2006 onwards.

To implement the above scheme Chief Engineer of concerned Zone will issue instructions to spot billing agencies as below.

  • Spot billing agency should co-ordinate with agency engaged for faulty / stop meter replacement and this work of meter replacement should be done immediately as per the availability of meters.

  • The old faulty meters should be replaced first, so as to comply the regulations.

  • Spot billing agency should co-ordinate with section office / sub-division office to make meters accessible & for meter replacement report so as to stop average billing.

  • If agency brings spot billing less than 90 % of normal billing continuously for more than two month/ two billing cycles then their contract will be liable for termination. The concerned zonal Chief Engineer will decide and act accordingly.

Effective implementation of this scheme will definitely reduce the average billing.
