Sub: Wind Energy Projects: Methodology to be adopted for installation of balance New Wind Energy Projects out of the 750 MW to be commissioned before 31.03.2007 for Sale of Energy to the Licensees under Group III as per MERC Order dated 24.11.2003.

PREAMBLE:
The Hon. Commission has issued detailed Order on dated 24.11.2003 in the matter of Procurement of Wind Energy and Wheeling for Third Party Sale and or for Self Use and issued subsequent Clarificatory Orders. The EPA / EWAs are signed between MSEDCL and Owner/ Developer before commissioning of Wind Project as per the above referred Circular.
GUIDELINES FOR INSTALLATION OF BALANCE NEW WIND ENERGY PROJECTS:
Maharashtra Energy Development Agency (MEDA) is the Nodal Agency for Development of Non Conventional Energy Sources in the State of Maharashtra. MEDA vide letter dated 8th February 2006 have issued Guidelines for the Installation of balance New Wind Energy Projects. MEDA’s New Policy has taken into consideration the Power Shortage in the State, speeding up the commissioning of wind projects and to give equal opportunities to all wind developers. MEDA has informed that 291.450 MW wind projects are commissioned and has issued clearance for 33.500 MW Wind Projects under Group III i.e. Projects to be commissioned from 01.04.2003 on wards under the 10th Plan period ending March 2007. The Balance 458.550 MW Wind Projects from the target of 750 MW for Sale of Energy to the Licensees shall be covered under this New Policy of MEDA.
MEDA has decided that after obtaining all requisite Clearances / Permits / Permissions etc. from MEDA/ MSEDCL/ MSETCL/ Electrical Inspector/ other departments as required; the Wind Project Owner shall install and commission the Project. MEDA and MSEDCL shall issue the Commissioning Certificate after due checkups. Thereafter, immediately after commissioning, the Owner shall approach for EPA / EWA with MSEDCL.
DETAILED METHODOLOGY:
(1) The Owner shall apply to MEDA in prescribed Format alongwith Security Depost, Processing Fee etc. and shall submit the required documents i.e (i) Land Documents (ii) Geology and Mining Permissions and (iii) other required documents for the Project.
(2) MEDA shall issue the Infrastructure Clearance after due scrutiny. The Owner shall arrange for the Installation and Interconnection with the MSEDCL/MSETCL Grid for the Project.
(3) The Owner shall start the project work and inform MEDA / MSEDCL / MSETCL about the Completion of the Project work and completion of Interconnection Facility.
(4) MEDA shall check the Project as per the Check List, mainly for the following:
(a) The Wind Electric Generator (WEG) Erection is completed. Metering is as per approval.
(b) Evacuation Arrangement upto the Sub Station is completed. The Transformer at the WEG and Sub Station are installed. The Evacuation Arrangement as approved from MSETCL/ MSEDCL is complete.
(c) The WEG shall be in start mode if supply is restored from the sub station.
(d) The Metering Arrangement including CT/PT is complete as per approval.
(5) MEDA shall issue the Clearance for Commissioning for Sale to Distribution Licensees / Companies or Self Use/ Third Party Sale after ascertaining the completeness of the Project with due check ups.
(6) Immediately after commissioning of the Project, Owner shall approach to the Commercial section, MSEDCL, Mumbai with all relevant documents for execution of EPA/ EWA. After execution of the EPA / EWA, the Owner shall be permitted to sale the energy to MSEDCL or credit will be issued for Self Use / TPS as per the Terms and Conditions of EPA / EWA.
