COMMERCIAL  CIRCULAR  No. 15

Sub:     Re-delegation of powers in respect of load sanctioned for industrial purpose.

            The State Govt. vide it’s Resolution No.SAC-1093/CR-4445/NRG-5 dtd. 2-1-1995 has given full powers to all licensees for sanctioning the load without any upper limit.

            Now, MERC Electricity Supply Code and Standards of Performance  are in force  since 20-01-2005 in which specified voltage levels correspondence to load / contract demand and time bound policy of releasing the connections to the consumer have been mentioned.  In order to maintain the time bound schedule of standards of performance (SoP)  and to fulfill the power requirement of various consumers as per appendix “A” mentioned under SoP Regulation No.12, the existing delegation of powers has  been modified / re-delegated by the Managing Director (MSEDCL).

            As per the power conferred to the Managing Director (MSEDCL) vide Admn. Circular No.1 dtd.29-9-2005, the Managing Director (MSEDCL) has approved the re-delegation of powers in respect of load sanction for Industrial purpose as follows :

01.

E.Es. of O&M Divisions

To sanction and release of loads upto and inclusive of 67.5 HP as  per existing practice.

To sanction and release of loads upto and inclusive of 107 HP in all areas except in Municipal Corporation areas where such limit would be 201 HP.  Inclusive of existing load /demand, if any.

Provided that the supply is extended on prescribed voltage levels as per MERC Regulation 2005 (standards of performance)

02.

S.Es. of O&M Circles

To sanction and release of loads above 67.5 HP to 5 MVA (MD) contract demand  inclusive of existing demand/ load, if any.

To sanction and release of loads to all installations with contract demand above 107 HP in all areas except in Municipal Corporation areas where such limit would be201 HP upto 5 MVA.  Inclusive of existing load / demand , if any.

C.Es.  of O&M Zones in consultation with  C.E. EHV (O&M) of MAHATRANSCO

To sanction and release of loads to all installations with contract demand above 5 MVA upto 10 MVA inclusive of existing demand/load, if any, provided the supply is extended on EHV only

Director (Operations) in consultation with  respective area E.D. and E.D. (Transco)

To sanction and release of loads more than 5 MVA and / or the cases wherein prescribed voltages level corresponding to the contract demand is not being maintained.

To sanction and release of loads to all installations with contract demand above 10  MVA and / or the cases wherein prescribed voltage level corresponding to the contract demand is not being  maintained.

All cases wherein  power supply is released on lower voltage than the specified norms as per MERC Regulation 2005 (Standards of Performance) will be dealt at H.O. only.

Note:   These delegations of powers are revised for power supply  on prescribed voltage as per MERC Regulation 2005 Electricity Supply Code and Standards of Performance.

            All the cases wherein sanction of load above 10 MVA contract demand inclusive of existing demand/ load, if any, is involved and / or the cases wherein prescribed voltage levels corresponding to the contract demand as per SOP is not being maintained will be dealt at H.O.  In all such cases the distribution arrangement at desired voltage level, estimated cost, relevant terms and conditions will be finalized by H.O. only.  The same will be informed to the concerned consumer under intimation to the concerned field officers.  The consumers seeking the industrial connections may be advised to submit their applications to concerned offices along with the relevant documents as in practice.

            All field officers are therefore, requested to finalize the load sanction cases accordingly.
