In the tariff order effective from 1st October 2006 there is no explicit directions for extending Bulk Discount facility to Railways. Accordingly it is not specified in Commercial Circular No. 47 Dt. 4.11.2006 about giving of Bulk Discount to Railways.
Railway Authorities had approached to MERC for extending Bulk Discount facility to Railways. The Secretary, MERC vide letter under ref. at Sr. No. (2) above has advised Railways to take up the matter with M.S.E.D.C.Ltd, stating that “the Bulk Discount is applicable to Railway.”
The Competent Authority has decided to extend the benefit of Bulk Discount to all traction connections of Railways on individual metering point basis who fulfill the eligibility criteria for getting the Bulk Discount.
However, power factor incentive and penalty will not be applicable to such Railway traction connections as this is clearly provided in tariff order and also in Commercial Circular No. 47 Dt. 4.11.2006.
All field officers are requested to take necessary action for extending Bulk Discount facility to eligible Railway connections w.e.f. 01/10/2006, as per this corrigendum.
