Release of temporary supply ensuring payment of bills
thereof.

As
per the provisions of the Board's standad Conditions &
Miscellaneous Charges for supply of energy, temporary supply
to a consumer is given initially for a period of not exceeding
one month and the same can be extended on month to month
basis if the consumer so desires and the Board is in a position
to cater the tempoary supply for this extended period. Accordingly,
connections are given for temporary supply and continued
for a period more than one month. However, it appears from
the observations made by Board's Accounts Section that such
supplies are given for months together and in some cases
is continued for a year or more. Such connections are not
finalised and there is considerable amount of unpaid bills
pending to the account of such consumers. As against this
the deposit taken from the consumer is very small having
been worked out for one month's supply only. It has also
been pointed out that prompt action for disconnection of
supply in such cases where energy bills are not paid is
not taken, Therefore all field officers are requested to
ascertain the period for which the consumer needs supply
prior to release of supply and in case this period is longerthan
one month and we are in a position to meet their request,
security deposit may be worked out based on the period indicated
by the consumer I.e. if the consumer expects to take supply
for a period of six months, the security deposit shall be
worked out accordingly and taken as deposit. This can be
adjusted against the charges for supply every month and
at the end of the period consumers account settled. The
Security deposit indicated under each tariff is the deposit
to be taken when the period of supply is upto one month.
This therefore requires to be suitably multiplied for periods
of supply of more than one month.
Also, care should be taken in respect of temporary connections
to ensure they are billed monthly and that the amount due
to us from the consumer is always less than the security
deposit of the consumer with the Board. In case the consumer
is in arrears immediate action to issue notice and discontinue
supply should be taken as speedily as possible. Therefore
suitable instructions may be given to the concerned staff
for ensuring prompt action as above.
